MDS DATED 12/27/1899 appointing Robert T. Hughes Brigadier General of Volunteers. This is a handsome vellum document with a blue seal and in excellent condition. Also signed by Secretary of War Elihu Root. Robert Hughes was chief of staff to general Elwell Stephen Otis who served as Military Governor in the Philippines.
