5th president of the U.S. Partly printed DS as Secretary of State, undated. (Monroe was Secretary of State from 1811 to 1817.) It authorizes Captain Jason Rogers, commander of the Boat called the Retaliation, to attack and capture enemy vessels. These documents were often referred to as letters of marque. This one was most likely signed during the War of 1812. Dimensions are 7.5" x 10" Bold signature.
