BUCHANAN, JAMES, 15th President of the U.S. DS as President. On January 20, 1858, Buchanan directs the Secretary of State to affix the Seal of the U.S to the envelope of a letter addressed to His Excellency the President of the Republic of Nicaragua accrediting Mr. Mirabeau B. Lamar as Minister Resident of the United States. Lamar had previously served as the second president of the Republic of Texas.
