A MOST INTERESTING MANUSCRIPT IN WHICH PRESIDENT
HAYES gives expression to an idea not unlike that which
has recently been put into practice in New York State as
the Baumes Law. “ We must get rid of fixed sentences
against hardened criminals. They should remain in prison
until cured. If doubtful of cure, let them out only on
ticket of leave."
