Partly-printed DS, signed “Victoria R,” one page, 15.5 x 12.25, June 13, 1871. Official document recognizing a consular appointment, in part: "Whereas, Our good brother the emperor of Germany, King of Prussia....... has by a commission bearing date of the fifteenth day of May last constituted a Mr. Oliver John Williams to be Vice Consul of the German Empire....... And we having thereupon approve........ according to the Commission before mentioned, Our Will and Pleasure are, and We hereby require that you do receive, countenance, and as there may be occasion, favourably assist him the said Oliver John Williams in the exercise of his Office." Boldly and prominently signed at the head by Queen Victoria. The seal affixed to the upper left corner remains fully intact. In very good to fine condition,
