Partly-printed vellum DS as president, one page, 15.5 x 19.5, September 12, 1893. President Cleveland appoints Henry R. Dillon as Deputy Surgeon General with the rank of Lieutenant Colonel." Signed at the conclusion by Cleveland, and countersigned by Secretary of the War Daniel S. Lamont. Blue naval department seal remains affixed to lower vignette. Annotated at the top left "Recorded Volume 24, Page 77, Adjutant General's Office, September 13, 1893." with the signature of the Adjutant General. In fine condition.

Grover Cleveland was an American politician and lawyer who was the 22nd and 24th president of the United States, the only president in American history to serve two nonconsecutive terms in office (1885–1889 and 1893–1897). He won the popular vote for three presidential elections—in 1884, 1888, and 1892—and was one of two Democrats (with Woodrow Wilson) to be elected president during the era of Republican presidential domination dating from 1861 to 1933.
