Partly Printed DS: "Grover Cleveland" as President and "Alexander Ramsey" as Secretary of the Navy, 1p, 15½x19½. On vellum. Slightly worn, full paper seal. Washington, March 21, 1895 Appointment of Ward P. Winchell as "Assistant engineer in the Navy with the relative rank of Lieutenant, Junior Grade...." As this appointment was made when the Senate was not in session, Cleveland amended this document. To "This Commission to continue in force during the pleasure of the President of the United States for the time being", he added (in the hand of a secretary Dated and signed September 10, 1895. Nicked edges. Heavy creasing stain in middle, does not affect signatures, Folds.
Stephen Grover Cleveland was an American politician and lawyer who was the 22nd and 24th president of the United States, the only president in American history to serve two nonconsecutive terms in office (1885–1889 and 1893–1897). He won the popular vote for three presidential elections—in 1884, 1888, and 1892—and was one of two Democrats (with Woodrow Wilson) to be elected president during the era of Republican presidential domination dating from 1861 to 1933.
