In this writ of attachment Judge Francis Hopkinson of the Admiralty Court After Congress passed the Judiciary Act of 1789, admiralty jurisdiction was transferred to federal district courts rather than state courts.

To the Honorable Francis Hopkinson Esqr Judge of the Court of Admiralty of the Commonwealth of Pennsylvania Francis Hopkinson (September 21,1737 – May 9, 1791) was an American Founding Father, judge, author and composer. He designed Continental paper money and two early versions of the American flag, one for the United States and one for the United States Navy.
