Jackson, commander of the Army's Division of the South, forwards a letter (not present) from Gen. George Gaines in Florida with these comments: "..that Spain should be throwing into Pensacola reinforcements of Troops, if she has really ratified the treaty [The Adams-Onis treaty by which Spain renounced all claims in Florida] is to say the least of it strange, but that it should become the Depo for shipping cotton in foreign vessels to save the Tonnage duty, is what was to be expected. Andrew Jackson"
